Fourth Meeting of the Conference of the Parties serving as Meeting of the Parties to the Cartagena Protocol on Biosafety

Highlights for Tuesday, 13 May 2008



COP/MOP 4 delegates met in working group and contact group sessions all day. Working Group (WG) I continued discussing socioeconomic considerations and addressed notification requirements. WG II considered risk assessment and risk management, subsidiary bodies, financial mechanisms and resources, public awareness and participation, assessment and review, and monitoring and reporting. The budget group met in the morning and afternoon and the contact group on liability and redress met at lunchtime and in the evening.

WORKING GROUP I:
SOCIOECONOMIC CONSIDERATIONS:

SOUTH AFRICA called for guidance for assessing socioeconomic impacts.

BOLIVIA stressed the need to take into account impacts on human health, indigenous peoples and traditional knowledge.

NOTIFICATION REQUIREMENTS:

MALAYSIA supported establishing a subsidiary body which should also address notification requirements.

The PHILIPPINES called for clarifying responsibilities regarding prior risk assessments by exporting countries.

WORKING GROUP II

RISK ASSESSMENT AND RISK MANAGEMENT:

EL SALVADOR supported organizing more regional workshops and training.

CANADA suggested improving guidance and information on risk assessment and risk management.

CODEX ALIMENTARIUS encouraged the wide use of its standards to ensure fair standards for human health.

The AFRICAN GROUP called for enhanced capacity building to enable the use of existing resources relating to risk assessment and management.

IPPC emphasized the need to increase awareness of its standards and demonstrate their relevance at the national and international level.

BUDGET:

Budget Group Chair Sem Shikongo ( Namibia ) (center) invited delegates to comment on an indicative list of budget implications of the decisions discussed in the working groups, to be presented in plenary on Wednesday.
