The vulnerability of developing countries - in particular small island developing States and least developed countries - to the adverse effects of climate change was highlighted by many Parties. Several statements drew attention to the increased incidence of climate-related catastrophes that have occurred in various parts of the world. They called on Annex I Parties to implement their commitments relating to provision of financial resources and technology transfer. Several developing country Parties stressed the need to operationalize FCCC Articles 4.8 and 4.9 and Protocol Article 3.14 (adverse effects). The impacts on oil-based economies of policies and measures to address climate change was also raised.
