Regarding capacity building, many Parties highlighted the need for capacity building to:

  • ensure meaningful participation from developing countries in addressing climate change
  • allow effective participation by least developed countries and for small island developing States in the Kyoto mechanisms;
  • proceed through integrated approaches rather than piecemeal activities; and
  • enable identification and assimilation of appropriate technology.

They also recognized the role of non-Annex I national communications in identifying capacity building needs.
