In discussing compliance with the provisions of the Kyoto Protocol, many Parties emphasized the qualities a compliance system should have, including the need for it to be effective, fair, comprehensive, efficient and transparent, with enforceable rules. The EU called for a revised negotiating text for a decision to be adopted at COP-6. Several Parties called for substantial progress to be made at COP-5.
