Many Parties said domestic policies and measures should be the main means to fulfill the Kyoto targets. They said emissions trading should not be used as an alibi for inaction at home and stressed that industrialized countries must take the lead in reducing their emissions of greenhouse gases. Some supported the proposal by the EU for the definition of a ceiling on the use of the Kyoto mechanisms.
