2.4.1 Local Authorities
Many local authorities have now introduced local Agenda 21s as the focus for integrating environment and development issues in their areas. As part of this process, the sustainable consumption dimension could be strengthened by action to:
Local Authorities as Consumer
- - Introduce environmental criteria and goals in procurement procedures, service provision and administration.
Improving Understanding and Analysis
- - Promote education and information programmes to help change lifestyles across all parts of the community, focusing in particular on youth.
Applying Tools for Modifying Behaviour
- - Use land use planning mechanisms and provide local services in ways that facilitate lifestyle changes (eg planning policies to reduce distance and dependence on energy-intensive transport).
- - Provide accessible facilities for the separation of household waste and composting of organic refuse, and improve the availability and quality of data on household waste.
- - Rethink strategies for local development in partnership with local business, communities and NGOs to encourage sustainable consumption and production.
- - Promoting local services with reduced environmental impacts (eg decorating, cleaning).
- - Review local taxes and charges (eg for water and waste) to reflect full environmental costs.
