The dais during the discussions on PFOA, its salts and related compounds

On Wednesday, 12 September 2018, delegates attending the fourteenth meeting of the Chemical Review Committee (CRC-14) made progress in their discussions on notifications for final regulatory actions for:

  • the pesticide methyl parathion, submitted by Panama, and for which the Committee considered the listing criteria not met; and
  • the industrial chemical perfluorooctanoic acid (PFOA), its salts and compounds, submitted by Norway and Canada, and which the Committee agreed to recommend for listing in Annex III of the Rotterdam Convention.

The Committee debated including in the Handbook of Working Procedures and Policy Guidance for the Chemical Review Committee (CRC Handbook) examples of specific cases in which notifications of final regulatory action had not met the Convention’s criteria.Delegates also convened in contact groups, and finalized discussions on:

  • the rationale for the notification of final regulatory action for the flame retardant hexabromocyclododecane (HBCD); and
  • the rationale for the conclusion that the notifications of final regulatory action submitted by Norway and Canada on PFOA, its salts and related compounds in the industrial category meet the criteria of Annex II to the Rotterdam Convention.

In the afternoon, the Committee adopted the decision guidance documents for acetochlor and phorate, and decided to recommend these chemicals and HBCD for listing in Annex III.

IISD Reporting Services, through its Earth Negotiations Bulletin (ENB) Meeting Coverage, provided daily web updates from CRC-14 and published a summary and analysis of the meeting.
