Affordability was a recurring throughout WUF13, with participants in many sessions raising concerns on the increasing dominance of market-oriented housing development and the rising numbers of forced evictions in many countries. The Forum culminated in the Baku Call to Action, a set of 15 outcomes based on deliberations during the Forum to inform the New Urban Agenda mid-term review.
