On Tuesday, 24 September, participants from the Forest Investment Program (FIP) pilot countries, civil society, non-governmental organizations and multilateral development banks gathered for the opening of the Fifth FIP Pilot Countries Meeting in Yogyakarta, Indonesia.

Opening remarks were given by Paku Alam IX, Vice Governor of Yogyakarta Special Territory, on behalf of Didik Purwadia, Assistant to the Governor of Yogyakarta Special Territory, who emphasized the role of forests in sustaining the natural environment. Funke Oyewole, Deputy Program Manager, Climate Investment Funds (CIF) Administrative Unit, praised recent steps taken by the Government of Indonesia to advance sustainable forest management, including recognizing indigenous peoples’ rights. She highlighted the FIP’s role in addressing the challenges of decentralized government and conflicting laws and regulations, through supporting governments in capacity strengthening and governance reform.

Ida Bagus Putera Parthama, Special Advisor to the Minister on Economics and International Trade, Ministry of Forestry, Indonesia, welcomed the FIP’s role in assisting countries to address the underlying causes of deforestation and degradation. Andrea Kutter, FIP Senior Program Coordinator, provided an update on the FIP portfolio, underscoring that seven of the eight pilot countries have had their investment plans endorsed, and it is expected that the final investment plan will be endorsed in October 2013.

During the morning and afternoon delegates participated in a session on the FIP proposed approach to results management and annual reporting, to fine-tune proposed common themes from the working group on measuring FIP results. Christine Roehrer, CIF Administrative Unit Senior Monitoring and Evaluation (M&E) Specialist, providing an overview of the proposals, said that accountability is not the only objective of an M&E system and that other objectives include learning and evidence-based decision making, so that implementation paths can be adjusted in the course of a programme.

In the evening, participants attended a dinner hosted by the Indonesian Ministry of Forestry at the Prambanan Temple.
