Highlights for Thursday, 9 November 2006

Delegates met on Thursday, 9 November, at the Pacifico Conference Center in Yokohama, Japan, for the fourth day of the Forty-first Session of the International Tropical Timber Council (ITTC-41). In the morning, delegates met in plenary to address several outstanding agenda items. A small group on thematic programmes of work met at lunchtime, as did the Fellowship Selection Panel. In the afternoon the Committees on Economic Information and Market Intelligence, Forest Industry, and Reforestation and Forest Management met in separate sessions. Following this, Chair Ito convened an open-ended group to discuss draft decisions.

COUNCIL SESSION
In the morning, delegates met in plenary and addressed several issues, including a review of measures to improve and strengthen the ITTO project cycle, Liberia’s request for ITTO to waive their arrears, and promotion of sustainable forest management in the Congo Basin.

   
Collins Ahadome (ITTO Secretariat) recalled a Decision that encouraged members to limit proposals submitted to no more than three per Expert Panel meeting, ranked in order of priority. Hideo Fukushima (Japan) supported continuing the limit on proposal submissions, with careful internal consideration of each proposal.

James Singh (Guyana) Aulikki Kauppila (Finland) on behalf of consumer members, suggested that two of the spokespersons for the consumer and producer groups, together with CFA Chair Singh, discuss how to address the issue of Liberia’s arrears. Sibylle Vermont (Switzerland)
     
Jean Gerard (ITTO Consultant) presented a project proposal for developing further processing of timber in Central Africa. Markku Simula (ITTO Consultant) presented a report on an activity for promoting sustainable forest management in the Congo Basin. Célestine Ntsame-Okwo (Gabon) called for implementation of the projects on sustainable forest management and further processing of timber implementation in the Congo Basin.

COMMITTEES
In the afternoon, three of the four Committees met. The Committee on Economic Information and Market Intelligence and the Committee on Forest Industry reviewed projects, pre-projects and activities in progress, and elected Chairs for 2007. The Committee on Reforestation and Forest Management approved project and pre-project proposals and elected the Chair and Vice-Chair for 2007.

 

COMMITTEE ON REFORESTATION AND FOREST MANAGEMENT

   
Rócia Silva Oliveira (Brazil) expressed frustration with a project regarding consolidation of Criteria and Indicators between ITTO and Amazon Cooperation Treaty Organization. Paul Chai (Malaysia) presented on a project on transboundary biodiversity conservation in the Pulong Tau National Park in Sarawak, Malaysia, for which an extension with additional funding had been requested.
