Following a tough week of negotiations, the United Nations Conference for the Negotiation of a Successor Agreement to the International Tropical Timber Agreement, 1994 came to a close with no agreement. Although much of the working document remains bracketed, the main sticking points in the negotiation were over the financial arrangement of organization and the scope of its mandate.

On the financial arrangement, delegates were able to agree on the structure of the financial accounts, in particular the establishment of a Work Programme Account. However, they were unable to agree on how the account would be financed. As for the scope of the agreement, some members sought a broadly defined scope that would lend flexibility to the organization, while others were interested in a more targeted scope that would address several specific areas of concern.

A second round of negotiations has been scheduled for 14-18 February 2005.
