On Saturday, in the morning, IPBES-2 delegates met in a contact group to conclude consideration of the rules and procedures. In the afternoon and evening, they met in Plenary to adopt decisions on, inter alia: rules and procedures; institutional arrangements; and the work programme, including on the work programme for the period 2014–2018, the Terms of Reference for the task forces on capacity-building, knowledge and data, and indigenous and local knowledge. Due to lack of sufficient time to discuss the strategies on communications and outreach, and stakeholder engagement, delegates agreed to take these issues up again at IPBES-3.
Following closing statements, Chair Zakri said the "Antalya Consensus” is a testimony of the power of collective ambition to face biodiversity challenges. He highlighted that now IPBES is "on its feet" and hoped that from now on "it will walk very fast." He further thanked the Government of Turkey for their great hospitality, which contributed to making the meeting a success. Thanking participants for their collaborative spirit, Chair Zakri drew the meeting to a close at 7:37 pm.

The second meeting of the Plenary of the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) opened today in Antalya, Turkey. The meeting aims to agree on, inter alia: issues related to the initial programme of work of the Platform for 2014-2018; an outreach and communications strategy; financial and budgetary arrangements for the Platform; rules and procedures for the operation of the Platform; and institutional arrangements.
In the morning, delegates heard welcome messages from Recep Tayyip Erdoğan, Prime Minister of Turkey, and Veysel Eroğlu, Turkey's Minister of Forest and Water Affairs, urging for the adoption of decisions in Antalya to operationalize the Platform. Ibrahim Thiaw, Deputy Executive Director of the UN Environment Programme, called for adopting in Antalya the proposed budget and work programme to further implement IPBES. Delegates held a minute of silence to honour Nelson Mandela, who died last Thursday at the age of 95.
Delegates then adopted the agenda and organization of work. During the morning and afternoon, discussions addressed: the initial work programme of the Platform, including the draft work programme for 2014-2018 and the conceptual framework; and the financial and budgetary arrangements for 2014-2018. Members of the Bureau and of the Multidisciplinary Panel of Experts (MEP) addressed comments by delegates on the proposed work programme of the Platform.
