Highlights for Tuesday, 8 October 2013
On Tuesday, 8 October 2013, the intergovernmental Preparatory Meeting of the Diplomatic Conference of Plenipotentiaries reconvened in Kumamoto, Japan, to continue negotiations on the draft resolutions to be forwarded to the Diplomatic Conference.

Chair Fernando Lugris invited reports on the discussions which took place on Monday evening in a contact group and three informal groups. Delegates continued debating resolutions on: arrangements in the interim period, most notably regarding the cooperation and coordination with the Basel, Rotterdam and Stockholm Conventions and the functions of the Secretariat; financial arrangements; matters pertaining to other international bodies; and establishing a technical expert group to develop required guidance on emissions.

The Meeting resolved all outstanding issues before lunch, and in the afternoon delegates adopted the draft resolutions and the report of the meeting. In the evening, delegates attended the Swiss Break, a reception hosted by the government of Switzerland.

Side Events
Minamata Side Event

Citizens Against Chemicals Pollution and the International POPs Elimination Network presented a lunchtime side event, "Honoring Minamata: Lessons Learned from Minamata Disease and the Mercury Treaty."

GAHP Side Event

The Blacksmith Institute and the Global Alliance on Health Pollution (GAHP) presented a lunchtime side event introducing the GAHP as a tool for implementation of the Minamata Convention.

Italian Side Event

The Italian National Reference Centre for Mercury presented a lunchtime side event on its potential role in implementation of the Minamata Convention.
