Delegates Discuss Organized Crime and Maritime Safety

On Tuesday, delegates to the ninth meeting of the UN Open-ended Informal Consultative Process on Oceans and the Law of the Sea (Consultative Process or ICP-9) reconvened in a discussion panel on maritime security and safety. In the morning, presentations were made and a discussion was held on prevention and suppression of transnational organized crime. In the afternoon, delegates addressed issues relating to experiences and challenges in maritime safety.

Discussion Panel: Combating Transnational Organized Crime


Ana Isabel Sánchez Ruiz, European Commission, described EU activities to combat smuggling of migrants and trafficking of persons by sea.

Gunnar Stølsvik, Ministry of Fisheries and Coastal Affairs, Norway, stressed that large-scale IUU fishing is frequently conducted by global criminal networks.

Anthony Stafford Franklin, Director, Institute of Marine Affairs, Trinidad and Tobago, discussed prevention and suppression of transnational organized crime in the Caribbean.

J. Ashley Roach, US Department of State, highlighted multilateral instruments on organized crime, migrant smuggling at sea, illicit trafficking of drugs and threats posed by ships.

Panel Discussion: Experiences and Challenges in Maritime Safety

Simon Bennett, International Chamber of Shipping, discussed his organization's experiences and challenges in maritime security.

Koji Sekimizu, Maritime Safety Division, IMO, discussed ways in which IMO's security measures have expanded along with the growth of international shipping.

Majed Sahel Mohammed Mastoor, Training Institute of the Yemen Coast Guard, emphasized capacity-building initiatives on maritime security and safety.

Brendan McRandle, Office of Transport Security, Australia, emphasized the importance of industry responsibility for risk management.

Walter Alfredo Guido, Viña del Mar Agreement Secretariat, emphasized the need for balance between shipping profitability and reliability.

Valerie Browne, Barbados.
