Thirty-second meeting of the Open-ended Working Group of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer

OEWG 32 met in a morning plenary session on Thursday to hear reports from contact groups on: quarantine and pre-shipment (QPS) issues; data discrepancies; and administrative issues of the Technology and Economic Assessment Panel (TEAP).

Delegates also broached discussion on remaining issues on the agenda, including on clean production
of hydrochlorofluorocarbon-22 through by-product emission control and implications of the UN Conference on Sustainable Development (Rio+20) for the implementation of the Montreal Protocol. Reporting on the result of informal consultations on the proposed amendments to the Protocol, OEWG 32 Co-Chair Gudi Alkemade (Netherlands) explained it was not possible to reach a consensus on establishing a contact group to discuss the issue directly or in a broader manner. 

Delegates met in contact groups throughout the day on: QPS issues, data discrepancies, TEAP administrative issues, alternatives to ozone-depleting substances (ODS), and treatment of ODS supplied to ships.
