The Trusteeship Council Chamber was considerably more crowded on Thursday afternoon, with climate change and disaster risk reduction on the agenda at the seventh session of the Open Working Group (OWG) on Sustainable Development Goals (SDGs).

Keynote speaker Andrew Steer, President and CEO of the World Resources Institute (WRI), said that if you care about poverty reduction and development, you must care about climate change. He stressed that he wasn’t arguing for a stand-alone SDG or specific targets on climate, but stressed that every goal needs to reflect climate change. He called for a storyline connecting development and climate change in the chapeau of the goals, and identified climate-smart development targets for goals on sustainable energy, food and nutritional security, inclusive, productive and resilient cities, and a global partnership for development.

Keynote speaker Pan Jiahua, Director, Institute for Urban and Environmental Studies, Chinese Academy of Social Sciences, said it is fundamental to reflect climate change in the SDG framework, including through a stand-alone goal. Its indicators must be measurable, reportable and verifiable. Pan highlighted that the drivers of climate change are linked to all other SDG issues, and advocated a paradigm shift away from industrial civilization—based on fossil fuels, neglectful of geo-physical limits, and materialist—to harmony between humans and nature, which relies on efficiency and justice.

During the subsequent exchange of national views, many delegates acknowledged that a global development agenda that ignores climate change would be unacceptable. Many expressed support for including climate change and disaster risk reduction as cross-cutting issues across other goals, including possible goals on poverty eradication, energy and food security. Delegates also called for synergies between this process and the negotiations on the post-2015 framework for disaster risk reduction in the context of the Hyogo Framework for Action and the UN Framework Convention on Climate Change.
