The ninth session of the UN General Assembly’s (UNGA) Open Working Group (OWG) on Sustainable Development Goals (SDGs) opened on 3 March 2014, at UN Headquarters in New York, US. OWG Co-Chair Kamau welcomed OWG members to the “second lap” of the OWG, noting that the Group’s work so far provides an excellent foundation for the way forward. Regarding the Co-Chairs’ document of focus areas, which was circulated on 21 February 2014, he said these do not preclude other areas raised during the thematic discussions, nor are members precluded from limiting their discussion to the 19 focus areas. The document aims to start the process of identifying the SDGs and accompanying targets. He reiterated that the focus areas document is not a “zero draft” of the report that the OWG will submit to the UN General Assembly in September 2014. He said that, if the 19 areas can be addressed with synergy, they can promise a more sustainable earth, societies, and economies, and ultimately a more sustainable global political framework.

Kamau urged members to retain a high level of ambition in the next few months, to avoid a focus on maintaining the status quo and protecting vested interests. He stressed the issue of universality, calling on delegates to consider whether a proposed goal speaks equitably to “north and south, east and west, and rich and poor.” He suggested that, if a proposal does not rise to this standard, it may not belong in this debate. Finally, he called for members to consider the interlinkages between the goals and their collective impact. He also said that coherence is almost as important as universality.

Delegates proceeded to comment on the focus areas document and their preferences for the SDGs. Many speakers commended the Co-Chairs for their work to develop the focal areas document and their leadership of the OWG process. Speakers also highlighted elements that they thought were not addressed adequately in the document, including disaster risk reduction, desertification, land degradation and drought, and lifestyles and sustainable consumption and production. The Group of 77 and China, among others, said the principle of common but differentiated responsibilities (CBDR) should be a guiding principle in the development of the SDGs. A number of speakers supported including text on climate change, but many said it should not preempt discussion under the UN Framework Convention for Climate Change. Many speakers looked forward to the OWG’s meeting with the Intergovernmental Committee of Experts on Sustainable Development Financing (ICESDF) on Wednesday.
Delegates filled the Trusteeship Council Chamber for the opening of the second phase of the OWG on 3 March.
