Workshop: Is the Paris Agreement Good News for the Ocean?
The Division of Environment and Oceanic Affairs of the Ministry of Foreign Affairs of Chile and the National Geographic Society organized a workshop that gathered approximately 80 representatives from government and civil society to consider the theme, “Is the Paris Agreement Good News for the Ocean?” The workshop took place at National Geographic headquarters in Washington, DC, US, on 14 September, immediately prior to the Third Our Ocean Conference, which is also convening in Washington, DC, from 15-16 September.
Participants focused on how to build on the momentum generated with the “Because the Ocean” initiative that was announced during the 21st session of the Conference of the Parties (COP 21) to the UN Framework Convention on Climate Change (UNFCCC), which concluded with the adoption of the Paris Agreement on climate change. The workshop brought together the ocean and climate communities, including representatives from governments, climate change negotiators, scientists and civil society, to identify challenges related to including the ocean in the UNFCCC agenda and to develop an action plan for addressing ocean-related issues through the climate action to take place under the Paris Agreement.
Roundtable discussions considered whether climate change impacts on the ocean should raise the level of climate action ambition, how the ocean could be included in countries’ Nationally Determined Contributions (NDCs), and the way forward. Participants noted the value of further scientific research and discussions with policy makers regarding the implications of climate-related impacts on the ocean. Opportunities to spur action to address these linkages through the Paris Agreement, such as its provisions for NDCs and for a global stocktake and facilitative dialogue to take place in 2018, were also discussed. In closing the workshop, Heraldo Muñoz, Minister of Foreign Affairs, Chile, said the workshop provided a contribution to achieving the third and final goal of the “Because the Ocean” Declaration, which was to establish a work plan on the ocean under the UNFCCC. He also said the workshop discussions could provide the basis for a second declaration.

Resumed UNFSA Review Conference
The Resumed Review Conference on the Agreement for the Implementation of the Provisions of the UN Convention on the Law of the Sea (UNCLOS) 1982 relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks (UNFSA, or the Agreement) opened today at the UN Headquarters in New York.
In the morning, delegates addressed administrative matters, including appointments to the Bureau, and adopted the agenda and the organization of work. Participants then delivered general statements, highlighting concerns related to the performance of Regional Fisheries Management Organizations (RFMOs), illegal, unreported and unregulated (IUU) fishing, flag state responsibilities, climate change impacts, and data gaps.
In the afternoon, participants continued general statements and heard presentations on the report of the twelfth Informal Consultations of States Parties (ICSP) (ICSP12/UNFSA/INF.3) and the status of the Assistance Fund (A/CONF.210/2016/2). Delegates then focused on the review of the implementation of the recommendations adopted at the 2006 and 2010 meetings and proposed means of strengthening the substance and methods of implementation of the provisions of the Agreement.

Resumed UNFSA Review Conference
The Resumed Review Conference reconvened on Tuesday at the UN Headquarters in New York. Delegates continued their discussion on the review of the implementation of the recommendations adopted at the 2006 and 2010 meetings, including recommendations relating to the conservation and management of stocks and recommendations on mechanisms for international cooperation and non-members.
On the conservation and management of stocks, delegates discussed: reduction of fishing capacity to levels commensurate with the sustainability of fish stocks; elimination of subsidies that contribute to IUU fishing, overfishing and overcapacity; lost or abandoned fishing gear and discards; data collection and sharing of information; FAO data arrangements and the global fisheries statistics database; conservation and management of sharks; conservation and management measures for deep-sea fisheries; determination of reference points for specific stocks; science-policy interface; rebuilding and recovery strategies; by-catch management; compliance with obligations as members or cooperating non-members of RFMOs and arrangements; and establishment of new RFMOs and arrangements.
On mechanisms for international cooperation and non-members, delegates discussed a number of issues related to RFMOs, including: strengthening mandates and measures; performance reviews and best practice guidelines; strengthening and enhancing cooperation; participation; and decision-making rules and procedures.

Resumed UNFSA Review Conference
Delegates at the Resumed Review Conference met on Wednesday at the UN Headquarters in New York. Delegates continued their discussion on the review of the implementation of the recommendations adopted at the 2006 and 2010 meetings, including on MCS and compliance and enforcement and on developing states and non-parties. Participants also discussed the issues of labor conditions and the avoidance of the transfer of a disproportionate burden of conservation action to developing states.

The Resumed Review Conference convened for its penultimate day on Thursday at the UN Headquarters in New York. In the morning and afternoon, delegates discussed the draft text for the outcome of the Resumed Review Conference. A drafting committee continued discussion on the draft text into the evening.

Resumed UNFSA Review Conference
Participants at the Resumed Review Conference spent the morning and afternoon discussing the draft outcome of the resumed Review Conference on the Agreement, both in plenary and in the drafting committee.
Delegates adopted the outcome by consensus and agreed to continue the informal consultations and keep the Agreement under review through the resumption of the Review Conference at a date not earlier than 2020. President Hazin closed the meeting at 5:59 pm.
