Highlights for Thursday, 3 April 2008

On Thursday, the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWGLCA) continued discussions on the work programme in an informal plenary and drafting group. In the morning, the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG) held an in-session workshop on means to reach emission reduction targets, focusing on greenhouse gases (GHGs), sectors and sources.

Hayden Montgomery, New Zealand, suggested that national circumstances require consideration when discussing coverage of maritime and aviation emissions.	Terence Siew, Singapore, argued that work on bunker fuels should be taken up in relevant international organizations.	Ian Fry, Tuvalu, supported further work on maritime and aviation transport emissions but urged consideration of implications of their coverage.


Naoto Hisajima, Japan, said bunker fuel emissions must be controlled.	Jakob Graichen, EU, stressed that bunker fuels emissions must be covered in the second commitment period, welcomed ICAO’s endorsement of emissions trading in the aviation sector, called for cooperation between ICAO, IMO and the UNFCCC and noted the potential for revenues to be spent on adaptation action in developing countries.	Katrina McLeay, United Kingdom, expressed disappointment with the IMO for not attending the workshop.

Philip Gwagi, Uganda, said policies and political will were require in transferring adaptation technologies.	Bruce Wilson, Australia, called for considering technology transfer outside the Convention.	Denis Lansana, Sierra Leone, highlighted country-specific circumstances.
