Highlights for Monday, 10 June 2013
On Monday, 10 June, the Fourth Session of the Intergovernmental Negotiating Committee for a Legally Binding Agreement (LBA) on Forests in Europe (INC-Forests 4) opened in Warsaw, Poland, with welcome statements by Marcin Korolec, Minister of the Environment, Poland, and Janusz Zaleski, Under-secretary of State, Poland. In his opening statement, Jan Heino, Chair of the INC, stressed the challenges facing INC-Forests4, underscoring that “it is 11:55" and most articles in the draft negotiating text contain bracketed passages. Opening statements were also made by the EU, Switzerland and observer delegations.

After adopting its agenda and organization of work, the morning plenary made progress in reaching agreement on text in the Terms and Definitions, Objective, Principles and General Provisions sections, although bracketed text remains in some paragraphs.

During the afternoon plenary, brackets were removed from the articles on forest health and vitality, and on socioeconomic functions of forests, and progress was made on the articles concerning productive functions and forest biodiversity. The afternoon plenary then considered a statement of positions regarding the possible secretariat for the agreement. Most delegates supported a joint secretariat of, at least, the UN Economic Commission for Europe (UNECE) and the Food and Agriculture Organization of the UN (FAO), but differed on which organization might take the lead or whether they should serve on an equal footing. Chair Heino urged delegates to come up with proposals on how to reach an agreement and offered to make himself available to discuss further steps informally.

In the evening, a contact group met to address some outstanding issues on articles concerning: terms and definitions; principles; forest resources and their contribution to the global carbon cycles; and monitoring and reporting. Poland's Minister of Environment also hosted a reception for delegates.
