Fourth Session of the Intergovernmental Negotiating Committee for a Legally-Binding Agreement on Forests in Europe (INC-Forests4)

The Fourth Session of the Intergovernmental Negotiating Committee for a Legally-Binding Agreement on Forests in Europe (INC-Forests4) will meet from 10-14 June 2013 in Warsaw, Poland.

The INC-Forests process was launched by the Ministerial Conference on the Protection of Forests in Europe (FOREST EUROPE) to negotiate a legally-binding agreement on forests in Europe with a completion deadline of 30 June 2013. Although begun by FOREST EUROPE, INC-Forests is an independent process.

INC-Forests1 focused on providing guidance to the INC Bureau to elaborate the initial negotiating text of the agreement, and INC-Forests2 undertook a first reading of the initial text drafted by the Bureau and worked on revised texts.

INC-Forests3 was convened in two parts, the first from 28 January - 1 February 2013 in Antalya, Turkey, and a “resumed” session held from 3-5 April 2013 in Saint Petersburg, the Russian Federation. Among other things, INC-Forests3: completed the second reading of the draft negotiating text and launched the final reading; decided to bring the agreement “under the UN umbrella”; and decided on the roadmap for negotiations from Saint Petersburg to the Extraordinary Ministerial Conference slated for late 2013 in Madrid, Spain, where the results of the negotiations will be presented to ministers for possible adoption and signature.

Under the mandate given to INC-Forests, the Fourth Session is to be the last negotiating session. INC-Forests4 negotiators must not only finalize the substance of the main agreement text and proposed annexes on arbitration and conciliation, but also: complete the legal scrutiny of final clauses; consider major cost elements, possible sources of financing and options for the agreement; decide whether the agreement will be a regional or global convention; and decide which UN organ will host the agreement and which will be part of the agreement’s secretariat.
