Highlights for Friday, 10 November 2006

Delegates met on Friday, 10 November, at the Pacifico Conference Center in Yokohama, Japan, for the fifth day of the Forty-first Session of the International Tropical Timber Council (ITTC-41). In the morning, delegates met in the Committees on Economic Information and Market Intelligence, Finance and Administration, Forest Industry, and Reforestation and Forest Management to address outstanding agenda items and review the reports of the respective Committees. In the afternoon, the joint Consumer-Producer Caucus reported back to the Council. The Council also addressed contributions to the Bali Partnership Fund, the Switzerland/Ghana proposal on reduction of greenhouse gas emissions through avoiding deforestation and forest degradation, and the recommendations of the Fellowship Selection Panel.

COMMITTEES
On Friday, the CEM/CFI considered the draft report of their thirty-ninth session, and the CFI elected the Chair and Vice-Chair for 2007. The CRF reviewed the report of the Committee and forwarded it to the Council for approval. The CFA discussed a financial agreement to cover external costs for holding ITTC-42 in Papua New Guinea and approved the draft report of its 20th session.

 

COMMITTEE ON REFORESTATION AND FOREST MANAGEMENT

   
Bipin Behari (India) said he intended to withdraw and re-submit a project proposal that had not been approved on productivity enhancement of tropical forests of Uttar Pradesh. Moraima Goudet Roower (Venezuela)
 
Flip Van Helden (the Netherlands – left) joined Council members in thanking outgoing Chair Petrus Gunarso (Indonesia) for his hard work and commitment during his tenure.

 

COMMITTEE ON FINANCE AND ADMINISTRATION

Freezailah Che Yeom (Malaysia) expressed appreciation for Japan’s generous contribution. Ambassador Michael M. Maue (Papua New Guinea) thanked Japan, calling the contribution “a signal of solidarity and cooperation.”

COUNCIL SESSION
In an afternoon session, Council discussed a proposed decision that would call for participation in the UNFCCC "Reduction of Greenhouse Gas Emissions through Avoided Deforestation and Forest Degradation" process.

Erika del Rocio López Rojas (Mexico) Jürgen Blaser (Switzerland) presented on “Reduction of Greenhouse Gas Emissions through Avoiding Deforestation and Forest Degradation – the UNFCCC process and its implications for ITTO.” Asianto Sinambela (Indonesia)
   
Luiz César Gasser (Brazil) suggested that ITTO had a mandate only to monitor developments and exchange information with UNFCCC. Sandra Ribey (Canada) said that UNFCCC might appreciate assistance with technical work on carbon sinks, but warned against measures that might restrict land use.
     
Council Chair Koichi Ito (Japan) Marcel Vernooij (the Netherlands) noted that his government is in discussion with the Secretariat on the establishment of a thematic programme on forest law enforcement and governance and related trade, and is considering making a substantial contribution to this.
