ARTICLE 9 -- BASIC APPROACH:

At the beginning of the session, the European Union proposed alternative language for the first paragraph, which addresses the preparation of national action programmes. The EU proposal stated that all affected developing country Parties and those developed country Parties that voluntarily agree to do so, shall develop national action programmes, using a participatory approach. After further consultations, the EU agreed to merge portions of the two versions. Thus, the paragraph now states that existing successful plans and programmes, as well as relevant sub-regional and regional programmes, will be the basis for the preparation of national action programmes. Such programmes will be updated through a participatory process and will be interlinked with other efforts to formulate national sustainable development policies. The only bracketed text remaining in this article is around phrases that relate to the definition of categories of countries.
