Eighth Meeting of the Persistent Organic Pollutants Review Committee (POPRC-8) to the Stockholm Convention on Persistent Organic Pollutants (POPs)

Highlights for Tuesday, 16 October 2012
On Tuesday, 16 October, POPRC-8 opened with a discussion on SCCPs and considered three possible options: move it to Annex F, informally set the discussion aside for a future meeting, or formally set the chemical aside. A “Friends of the Chair” group was formed to work on the options.

The Committee considered a draft approach to toxic interactions, and the Chair of the intersessional working group on the subject was asked to further develop the idea in a conference room paper (CRP) to be discussed by the Committee later in the week. The Committee discussed assessment of 110 alternatives to endosulfan and 11 alternatives to DDT. The reports stated that only one alternative to endosulfan may be a POP, and nine have equivocal or insufficient information. Some members urged further evaluation of the ten chemicals identified.

In the afternoon, the Committee discussed the assessment of alternatives to perfluoroctane sulfonic acid (PFOS) in open applications, with a contact group formed to discuss in more detail the technical report and its recommendations. The Committee also heard updates from the drafting groups revising the draft risk profiles (DRPs) and formulating draft decisions for CNs and HCBD, with members suggesting that the draft decisions ask for more information on use production and unintentional releases. The Committee also discussed progress in the contact group on HBCD, which is drafting an amendment to the decision which would call for listing it under Annex A, although the contact group had yet to decide on whether or not to list specific exemptions and, if there will be exemptions, on the appropriate scope thereof.

In the evening a contact group met on PFOS, a “Friends of the Chair” group met on alternatives to endosulfan and DDT, and a drafting group met on HBCD.
