Eighth Meeting of the Persistent Organic Pollutants Review Committee (POPRC-8) to the Stockholm Convention on Persistent Organic Pollutants (POPs)

On Thursday, 18 October, POPRC-8 began the day’s work with an intensive debate on whether to move SCCPs to Annex F, formally set the chemical aside, or informally wait until more information is available. The Committee then discussed at length how to assist developing countries and Parties with economies in transition in improving their participation in POPRC work.

In the afternoon, the Committee adopted a decision on the work programme on BDEs and PFOS, its salts and PFOSF, and the evaluation of the implementation of the Stockholm Convention for those chemicals, calling on the Secretariat to continue using the questionnaire revised at POPRC-7 and to further revise the related processes, taking into account the Committee’s comments and suggestions.

POPRC adopted decisions on assessment of alternatives to endosulfan and DDT. On the former, it suggested that one chemical needs further evaluation as a possible POP, while nine others need further assessment. As for DDT, the Committee agreed to relay its assessment and fact sheets to the COP and DDT Expert Group for their information.

The Committee created an intersessional working group to assess the possible impact of climate change on its work. It then discussed and agreed to recommend that the COP list HBCD in Annex A of the Convention, with a specific exemption for production and use in expanded and extruded polystyrene in buildings. The Committee also agreed on a guidance document for drafters of risk profiles, to facilitate consideration of toxicological interactions when evaluating chemicals proposed for listing under the Convention.

The Committee finished the day by returning to SCCPs, agreeing to revisit the chemical at POPRC-11 and to revise the draft risk profile intersessionally using any new information which may be submitted to the Committee.
