Since 1992, the China Council for International Cooperation and Environmental Development (CCICED), has conducted research and provided policy recommendations on environmental and development issues to the Chinese Government. CCICED aims to serve as a platform for cooperation between Chinese and international researchers, facilitate peer-to-peer exchange, and advance innovative policy solutions for China and the world. 

At this year’s Annual General Meeting (AGM), which was organized under the theme “Promoting the Green Transformation for a Harmonious Coexistence Between Humans and Nature,” the CCICED, invited experts, and decision makers from governments international organizations, businesses, think tanks, and academia reviewed this year’s eight Special Policy Study (SPS) and two Scoping Study reports and recommendations. 

The CCICED also considered an interim report from its High-Level Task Force, which is co-chaired by Xie Zhenhua, China’s Special Envoy for Climate Change, and Achim Steiner, former Administrator of the UN Development Programme. This Task Force is responsible for: reviewing environmental and development transformation both in China and globally over the past decade; identifying and analyzing major challenges China faces in achieving its vision of low-carbon and high-quality development by 2050; presenting strategic assessments of China’s ability to realize its medium- and long-term vision; and making policy recommendations to support green development in China and globally.

Following the AGM discussions, the CCICED will finalize its recommendations and submit them to China’s State Council.

Since its inception, the Council has carried out hundreds of research projects involving more than one thousand Chinese and international experts. It has put forward policy recommendations on a wide range of issues, including pollution control, cleaner production, biodiversity conservation, energy and environment, circular economy, low-carbon economy, ecological compensation, the social dimensions of environmental protection, sustainable consumption, media and public participation policies, corporate social responsibility, green supply chain, and green finance.

The CCICED AGM convened in Beijing, China, from October 15-16, 2025.
