CITES SC65The CITES Standing Committee reconvened on a rainy Tuesday morning to tackle a long agenda. Participants discussed capacity-building; national laws for implementation of the Convention, with the Secretariat noting that some Parties primarily require drafting support; and national reports, and particularly late submission or non-submission of national reports. Shortly before breaking for lunch, they heard the report on Asian Big Cats. The Secretariat highlighted the findings of the IUCN/TRAFFIC report that seizures are increasing and new forms of demand are emerging, with “wealth” replacing “health” as a primary consumer motivation, as tiger parts and derivatives are now less consumed for medicinal purposes and used more as exotic luxury products. Over the lunch break, a working group met to refine a list of recommendations for SC consideration.

In the afternoon, the discussion on Asian Big Cats resumed with Viet Nam noting that seizures had been made and that support was needed on the technical and financial fronts. The Environmental Investigation Agency (EIA) said that skins from wild tigers are illegally traded in China and that there is also a licensed domestic trade in the skins of captive bred tigers. Participants then spent the rest of the afternoon discussing elephant issues, including: elephant conservation, illegal killing and ivory trade, disposal of ivory stocks and national ivory action plans.
