Barcelona Climate Change Talks 2009
2-6 November 2009 | Barcelona, Spain |

SUMMARY OF THE MEETING
On Friday afternoon, the closing plenary of the AWG-KP convened. No conclusions were adopted, but the work done at the second part of AWG-KP 9 is reflected in non-papers that will be used as the basis for revised documentation for AWG-KP 10 in Copenhagen. In closing, Chair John Ashe (Antigua and Barbuda) emphasized that "very little" time remains before Copenhagen and that progress in Barcelona was "less than desirable." He urged parties to use all possible time before Copenhagen to consider the outstanding issues, most importantly, the level of ambition of Annex I parties' emission reductions. He expressed confidence that a successful outcome can be achieved, called for focused discussions in Copenhagen and closed the meeting at 5:20 pm.
On Friday evening, AWG-LCA 7 convened its closing plenary. Chair Zammit Cutajar explained that the results of the work by the six contact groups and six mitigation sub-groups in Barcelona will be taken forward to Copenhagen in the form of several non-papers, annexed to the meeting's report (FCCC/AWGLCA/2009/L.4). He underlined his "firm conviction" that a strong outcome in Copenhagen can be achieved that is "balanced, fair, ambitious and effective," stressing that "the opportunity remains within grasp." The AWG-LCA adjourned at 9:05 pm.
