WORLD CLIMATE CONFERENCE-3 OPENS IN GENEVA, SWITZERLAND
Michel Jarraud, Secretary General, World Meteorological Organization, opened the Third World Climate Conference (WCC-3) on Monday morning. Hans Rudolph Merz, President of Switzerland and President of WCC-3, noted that short-term weather forecasts, hazard maps and early warning systems were needed for timely action. Alexander Bedritsky, President, WMO, said that investing in prediction is the best way to address variability and risk. Gro Harlem Brundtland, UN Secretary-General's Special Envoy on Climate Change, highlighted that political action must be based on sound science. Kofi Annan, President, Global Humanitarian Forum, underscored the need for a Copenhagen agreement to be "radical" and legally binding, and have climate justice at its core. During the opening of the expert segment particpants were addressed by: Walter Erdelen, UN Educational, Scientific and Cultural Organization (UNESCO); Houlin Zhao, Deputy Secretary-General of International Telecommunications Union (ITU); Manzoor Ahmad, Food and Agriculture Organization (FAO); Joseph Alcamo, UN Environment Programme (UNEP); Deliang Chen, Executive General, International Council for Science; Julia Marton-Lefevre, Director General, IUCN; Jean-Jacques Dordain, Director General, European Space Agency (ESA); Reid Basher, Special Advisor to UN Secretary General for Disaster Risk Reduction; Thomas Stocker, Co-Chair IPCC Working Group I; and John Zillman, Chairman of the WCC-3 Organizing Committee.
In the afternoon, participants attended a plenary session on meeting user needs, with speakers including Martin Visberck, IFM-GEOMAR; Guy Brasseur, University Corporation for Atmospheric Research; Sherburne Abbot, Executive Office of the President, USA; Carlo Scaramella, World Food Programme (WFP); Letitia Obeng, Global Water Partnership; and Peter Hoeppe, Munich Re. A roundtable also convened on climate risk management and a poster session, followed by a reception hosted by the Swiss Government. |
