Workshop on forest governance, decentralisation and REDD+ in Latin America and the Caribbean

The Oaxaca Workshop on Forest Governance, Decentralization and REDD+ in Latin America and the Caribbean opened today in Oaxaca, Mexico. This country-led initiative in support of the UN Forum on Forests (UNFF) is co-organized by the Governments of Mexico and Switzerland. Participants heard introductory speeches in a morning plenary session, and presentations on the theme “People, forest governance and forests.”  In the afternoon, participants took part in two roundtable sessions on governance and REDD+ implementation and on opportunities for establishing synergies between mitigation and adaptation initiatives.

Opening Plenary
Juan Elvira Quesada, Secretary for Environment and Natural Resources (SEMARNAT), Mexico, reviewed Mexican efforts to promote engagement of indigenous communities and women in forest governance.
Christian Küchli, Federal Office for the Environment, Switzerland; Heinrich  Schellenberg, Chargé d’affaires of Switzerland in Mexico; Jan McAlpine, Director, UNFF; and Carlos Torres Aviles, Rural Development Secretariat (Seder), Mexico
Christian Küchli, Federal Office for the Environment, Switzerland, cautioned against the temptation to use centralistic approaches to implement REDD+ and urged strengthening safeguards.
Jan McAlpine, Director, UNFF, emphasized a 360º approach to forests that implies building cross-sectoral partnerships.

Theme 1: People, forest governance and forests
 
Anne Larson, Center for International Forestry Research (CIFOR), underscored several risks that REDD+ can pose for forest governance, including centralizing decision making, controls, and regulation design.
Pradeepa Goberdhan, Guyana Forestry Commission, moderated the session.
On challenges to governance, Elena Petkova, CIFOR, highlighted barriers posed by regulatory overburden, unrealistic regulations, unclear tenure, perverse subsidies and poor safeguards.

Roundtable 1: Governance and REDD+ Implementation
 

Participants discussed the following: establishing synergies between policy related to REDD+ and REDD+ implementation for people and forests; the actors involved in REDD+ governance in Latin American countries and involved in developing plans and strategies for implementation; ensuring transparency and accountability; and priorities for monitoring governance.

Participants discussed: opportunities and modalities for linking mitigation and adaptation in international and national policies; governance mechanisms for effective fostering of synergies; facilitating and increasing synergies between mitigation and adaptation in subnational and local initiatives; and best practices and decision support tools for establishing these synergies.
