Eighteenth Meeting of the Forum of Ministers of the Environment of Latin America and the Caribbean

Highlights for Wednesday, 1 February 2012
UNEPOn Wednesday morning, the Preparatory Meeting of High-Level Experts opened with a paragraph-by-paragraph reading and editing of the draft Final Report. Draft decisions proposed by delegations were distributed among numerous contact groups on: a regional financial strategy to combat desertification and land degradation; atmospheric pollution; climate change; environmental education; SCP; governance of the Forum; and chemicals, hazardous wastes and other wastes.

After a presentation by the UN Economic Commission on Latin America and the Caribbean (ECLAC) on the current state of sustainable development in the region, and his summary of the results of a September 2011 regional consultation on Rio+20 hosted by ECLAC, discussion was opened on articulating a regional vision for Rio+20. Argentina, on behalf of MERCOSUR, proposed using a November 2011 statement on Rio+20 by the environment ministers of MERCOSUR and Chile as a starting point, while Colombia raised its proposal for developing sustainable development goals (SDGs).

At 5:00 pm, plenary was suspended to allow for a contact group work to begin work on the draft Declaration of Quito. The contact group continued negotiating late into the night.
