 The Preparatory Meeting of High-Level Experts opened today in Quito, Ecuador. It will be followed by the 18th Meeting of the Forum of Ministers of the Environment of Latin America and Caribbean (FME18) on 2-3 February 2012. Opening statements were heard from Marcela Aguiñaga, Environment Minister, Ecuador, and Margarita Astrálaga, Regional Director for Latin America and the Caribbean (LAC), UN Environment Programme (UNEP). Mercy Borbor, Vice Minister of the Environment, Ecuador, assumed the Meeting Chair.
During the day, participants discussed:follow-up to FME17; elements of a framework agreement on atmospheric pollution in LAC; action agenda and operation of the working group on environmental indicators; Report of the Sixth Regional Meeting of the Network of Government Experts on Sustainable Consumption and Production (SCP); evaluation, strengthening and governance of the FME; and draft conclusions and recommendations to the Ministerial segment.
A number of contact groups were established to discuss, inter alia: strengthening the Forum, including possible linkage with the new Community of Latin American and Caribbean States (CELAC); and the proposed integrated financial regional strategy to increase the flow of funds to fight desertification and land.
An evening cocktail reception was held for delegates, after which some of the contact groups returned to work into the night.
