Morning plenary session on “Review of Financial Flows for the Implementation of the Convention”

On Wednesday, CRIC 11 began its review of resource mobilization for the implementation of the Convention. In the morning, following introduction of a joint note by the Global Mechanism and UNCCD Secretariat outlining preliminary analysis of information submitted by country Parties and other reporting entities, delegates discussed “Current UNCCD funding flows and future prospects.” The interactive session, moderated by Harald Heubaum, University of London, started with presentations by: Yao Bernard Koffi, Côte d’Ivoire, on resource mobilization in the African Region; Jia Xiaoxia, State Forestry Administration, China, on institutional arrangements and financial mechanisms at country level; Luis Estuardo Rios González, Ministry of Environment and Natural Resources, Guatemala, on financial flows to Latin America and the Caribbean (LAC). Anna Luise, Ministry of Environment, Italy, outlined reporting by North Mediterranean (Annex IV) countries, while Vesna Indova, Ministry of Environment and Physical Planning, the former Yugoslav Republic of Macedonia, presented a preliminary analysis from the Central and Eastern Europe (Annex V) region. Mohamed Bakarr, Global Environment Facility (GEF) outlined emerging models of strategic partnerships at country level.

The afternoon session featured an interactive open dialogue with civil society organizations (CSOs) exploring the role of CSOs in the mobilization of financial resources to support the implementation of the UNCCD. Patrice Burger, CARI (France), moderated the first segment on issues at the national level, while Tanveer Arif, SCOPE (Pakistan), facilitated the final panel discussion to review partnership issues from an international perspective.

Jia Xiaoxia, Director, China National Committee for the Implementation of the UNCCD, described China’s institutional arrangements and financial mechanisms to combat desertification.

Anna Luise, Ministry of Environment, Italy, reported on financial trends in the Northern Mediterannean (Annex IV) and noted that only four affected countries in this group had submitted reports.
Harald Heubaum, Head of Climate Change at the School of Oriental and African Studies, University of London, moderated the morning panel discussion.

Various delegations shared country and regional experiences during the panel discussion on “Current UNCCD Funding Flows and Future Prospects.”
