Summary

The second meeting of the Open-ended Intergovernmental Ad Hoc Expert Group (AHEG2) on Matters Referred to in Paragraph 48 of UN Economic and Social Council (ECOSOC) resolution 2015/33 “International Arrangement on Forests Beyond 2015” met for its penultimate day on Thursday, 27 October 2016, at the UN Conference Centre in Bangkok, Thailand.

In the morning, following overnight work by the UN Forum on Forests (UNFF) Secretariat to incorporate the views of participants over the first three days, participants considered a non-paper containing the initial compilation of comments on proposed global goals and global targets. Participants then engaged in a short discussion on how to proceed, deciding to continue in plenary rather than break into working groups.

In the afternoon, participants returned to the goals and target non-paper, as well as a non-paper on guiding principles for the goals and targets of the Strategic Plan 2017-2030. Issues addressed in both non-papers included: limiting the number of targets; whether targets should be qualitative or quantitative; how best to address procedural targets; availability of baseline data; how best to include SDG targets; where to address scientific, technical and technological cooperation; and how to measure the success of the Global Forest Financing Facilitation Network (GFFFN).
