Highlights for Monday, 17 November 2008

The preparatory segment of COP-8 to the Vienna Convention and MOP-20 to the Montreal Protocol convened for its second day in Doha, Qatar, on Monday, 17 November 2008.

During the morning delegates addressed issues relating to essential uses of Metered-Dose Inhalers (MDIs) and methyl bromide, including nominations for 2009 and 2010 for critical-use exemptions and Quarantine and Pre-Shipment uses.

During the afternoon delegates debated decisions relating to TEAP reports, administrative matters related to TEAP and compliance and reporting issues.

Contact groups on replenishment, methyl bromide, budget, destruction and MDI essential use/campaign production, were established and convened throughout the day.

Plenary Session
Yue Ruisheng (China) suggested the list of process agents be updated in 2009.
Ghazi Alodat (Jordan) noted that date farmers in particular need methyl bromide.
Marindany Kirui (Kenya) with Mauritius, proposed reducing the maximum production allowance for methyl bromide by half.
