Highlights for Wednesday, 29 June 2005


Delegates to the Twenty-fifth meeting of the Open-ended Working Group to the Montreal Protocol on Substances that Deplete the Ozone Layer (OEWG-25) met in Plenary throughout the day, and in contact group meetings on illegal trade and replenishment of the Multilateral Fund.

PLENARY: 

 

In Plenary, the Parties took up agenda items on proposed amendments to the Montreal Protocol and obligations of the Parties to the Beijing Amendment regarding HCFCs. They also discussed draft decisions on: destruction; laboratory and analytical uses of methyl bromide; planning and notification of future meeting dates; preventing illegal trade in ODS; process agents; the fixed-exchange-rate mechanism; recapturing, recycling, and destruction of methyl bromide; conflicts of interest; consideration of the IPCC/TEAP special report; and essential-use nominations for 2006-07.

 

TEAP REPORT ISSUES:

 


DESTRUCTION TECHNOLOGIES: Many countries supported Colombia’s draft decision on destruction technologies. Parties suggested an expanded scope for the case study, synergies with other conventions, and estimates for budgeting.

ESSENTIAL USE NOMINATIONS FOR 2006-07: In the afternoon on Wednesday, Parties considered two draft decisions on essential uses, one presented by the EC and one by the US. The US expressed concern with some aspects of the EC’s decision and Russia noted that it favored an approved amount of 286 metric tons of CFC-11 and CFC-12. Maureen Donahue Hardwick, International Pharmaceutical Aerosol Consortium, expressed concern that Parties continue to request large amounts of essential use nominations when viable salbutamol alternatives exist for MDIs.

 

ISSUES RELATED TO THE Multilateral Fund for the Implementation of the Montreal Protocol:

 

TEAP STUDY ON THE 2006-08 REPLENISHMENT OF THE MULTILATERAL FUND FOR IMPLEMENTATION OF THE MONTREAL PROTOCOL: In the morning, Oladapo Afolabi (Nigeria) and Jos Buys (Belgium) co-chaired a contact group on the 2006-08 replenishment of the Multilateral Fund. Afolabi highlighted previously discussed issues and highlighted the contact group as an opportunity to ask TEAP clarification questions and to see if issues can be accommodated in TEAP supplementary report.

ILLEGAL TRADE IN ODS: 

A contact group met on the outcome of the Workshop of Experts on Illegal Trade and on a study on the feasibility of developing a tracking system in the trade of ozone-depleting substances, agreeing to request comments from Parties during the inter-sessional period and forward the EC's draft decision to MOP-17 in brackets.


PROPOSED AMENDMENTS TO THE MONTREAL PROTOCOL: 

Delegates discussed the EC’s proposal for expedited amendment of the Protocol, noting concerns with many specific aspects of its implementation, including possible trade implications.



 

 

OBLIGATIONS OF PARTIES TO THE BEIJING AMENDMENT TO THE MONTREAL PROTOCOL: 

Co-chair Land, reminded participants that Decision XV/3 will expire after MOP-17, and opened the floor for statements. Parties discussed: ratification of Beijing and other amendments, and the necessity of compliance.

OTHER MATTERS:

DATES FOR FUTURE MEETINGS: 

Parties expressed support for an EC proposal whereby Parties agree: to set a date by which they should be informed of the dates of MOPs, and OWEG and TOC meetings; and, that TEAP should endeavour to provide its reports seven months before the next MOP. Botswana suggested that
dates for inter-sessional meetings should also be included. The US and TEAP each noted that some TEAP reports already set submission dates and that these should not be affected by this decision. The EC agreed to work with interested Parties to revise the draft decision for
consideration at MOP-17.
