OWG-10The tenth session of the UN General Assembly Open Working Group (OWG) on Sustainable Development Goals (SDGs) began on Monday, 31 March 2014, at UN Headquarters in New York. OWG Co-Chair Macharia Kamau, Permanent Representative of Kenya, opened the session and invited delegates to consider the day’s agenda items: a discussion on methodology, followed by a debate on possible goals and targets related to poverty eradication and promoting equality. Co-Chair Csaba Kőrösi, Permanent Representative of Hungary, introduced a definitional note on goals and targets, based on the discussions at the second session of the OWG, the September 2013 outcome on Millennium Development Goals (MDGs) and post-2015 development, and the call for SDGs in the outcome document from the UN Conference on Sustainable Development (UNCSD, or Rio+20). Kőrösi noted that a goal expresses an ambitious, specific and actionable commitment, is concise and easy to communicate, and is aspirational. Targets, meanwhile, would identify specific measurable objectives whose attainment would contribute in a major way to achieving one or more goals. He further noted that targets are aspirational yet attainable, are nationally relevant and time bound, and can be adjusted as science advances and if countries raise their level of ambition. Co-Chair Kamau invited delegates to discuss how to cluster the focus areas and to identify goals that are primary drivers of sustainable development, and targets that are actions and deliverables to help to attain these goals.

On methodology, delegations: supported further developing the interlinkages among focus areas as a way to help limit the number of targets, stressed that the clustering of proposed focus areas in this week’s agenda is a “device of convenience,” said the framework must ensure that all countries subscribe to minimum core aspects while allowing for adaptation to circumstances, and said potential goals should include both core targets and additional targets that link them to other goals and strengthen all three dimensions of sustainable development.

On poverty eradication, governments called for: a target on risk resilience; bringing the number of people living below US$1.25/day to zero; social investment; ending extreme poverty, hunger and malnutrition for all; ending multidimensional poverty; social protection systems; data quality; means of implementation including enhanced official development assistance; and employment for the poor. On promoting equality, governments suggested: a target to reduce the number of people living below national poverty floors; all targets must require fulfillment for the lowest quintile of the given population; ensuring Differential and Preferential Treatment for LDCs; and increasing LDCs’ voice in global decision-making processes.
During the morning, OWG delegates discussed methodology, including defining goals and targets.
A full Conference Room 1 considered OWG 10’s agenda items on possible goals and targets related to poverty eradication and promoting equality.
