10th Session of the World Urban Forum (WUF10)

WUF10 concluded with a closing ceremony in the morning, including a performance by Al Ayala dancers and a sand art performance by Shayma Al Mughairy narrating the history of the WUFs, followed by a symbolic hand-over between WUF10 and WUF11 hosts, and a video launching WUF11.Mohamed Al Khadar Al Ahmed, Abu Dhabi Department of Municipal Affairs and Transport, suggested that the goal should not be masterplanning cities but “masterpiecing” them. In a video message, President of the UN General Assembly Tijjani Muhammad-Bande commended WUF10 for marking one of the first events of the UN Decade of Action. Mukhisa Kituyi, Secretary-General, UN Conference on Trade and Development, said the world is now taking stock of the “triple promise of 2015,” noting “we are falling behind.” Fabrizio Hochschild Drummond, Special Adviser to the UN Secretary-General on the UN’s 75th Anniversary, said that we are at a “difficult juncture in history” where “geopolitics are back with a vengeance,” adding that the UN Secretary-General will launch a global consultation on the future of international cooperation in coming months. Henry Murillo Salazar, Latin American Network of Persons with Disabilities and their Families, said cities must integrate accessibility as a basic principle in local and regional governance, reminding that persons with disabilities represent 15% of the world’s population, accessibility is a human right, and that the New Urban Agenda is committed to addressing all forms of discrimination. Martha Delgado Peralta, President of the UN-Habitat Assembly, said the Forum’s outcome document, entitled Abu Dhabi Declared Actions, had been prepared by a “well-balanced group of national governments and stakeholders." In her closing address, UN-Habitat Executive Director Maimunah Mohd Sharif noted WUF10 had achieved a remarkable number of milestones, including in terms of quality of the presentations and exhibitions, and gender balance among the speakers. 13th Session of the Conference of the Parties to the UNCCD (COP 13)
On Monday, 11 September, UNCCD COP 13 delegates gathered for the High-Level Segment. Wang Yang, Vice Premier of China, delivered the message sent by Xi Jinping, President of China and presented a keynote speech, following which the UN Secretary-General, António Guterres, and other dignitaries addressed delegates. Three parallel roundtables were held during the afternoon, addressing the following themes: Land degradation: A challenge to development, prosperity and peace; Drought and sand and dust storms: Early warning and beyond; and Land degradation neutrality: “From targets to action…what will it take?” A Business Forum also took place.

53rd Meeting of the GEF Council
On Tuesday, 28 November 2017, Naoko Ishii, Chief Executive Officer (CEO) and Chairperson of the Global Environment Facility (GEF), opened the 53rd meeting of the GEF Council, asking members to focus this meeting on: lessons learned from integrated and more complex approaches; private sector engagement; policy work related to gender, stakeholder engagement, safeguards, fiduciary standards, and knowledge management; the institutional framework related to transparency and civil society; and the Work Program. Highlighting ecosystems and natural resources as solution providers, she cited successful project examples that change the narrative from “victim of climate change to stewardship of nature as a solution.”
Jane Chigiyal, Federated States of Micronesia (Council member for Cook Islands, Fiji, Indonesia, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Niue, Palau, Papua New Guinea, Philippines, Samoa, Solomon Islands, Timor Leste, Tonga, Tuvalu, and Vanuatu) was elected Co-Chair for the 53rd meeting of the GEF Council.
The Council proceeded to adopt the Policy on Gender Equality, which will come into effect on 1 July 2018, and will be applied to all new GEF-financed activities submitted on or after the effective date. The Council also adopted a new Policy on Stakeholder Engagement, for which guidelines will be developed through a consultative process that will seek to harmonize existing best practices.
Following a brief update on the organization of the 6th GEF Assembly, the Council agreed that the Assembly would convene in Da Nang, Viet Nam, from 27-28 June 2018, with the 54th meeting of the GEF Council convening from 24-26 June, along with a CSO Forum on 26 June and side events.
Additional agenda items discussed on Tuesday were the Report of the Chairperson of the Scientific and Technical Advisory Panel, the Updated Vision to Enhance Civil Society Engagement with the GEF, and the Semi-Annual Evaluation Report November 2017 and Management Response + OPS6 Presentation.
