34th Meeting of the Open-Ended Working Group of the Parties to the Montreal Protocol
Throughout the week, delegates focused on the amendment proposals, the 2015-2017 replenishment of the MLF, and the outcomes of the HFC management workshop held immediately before the meeting. Clear divisions among parties meant that little progress on the amendment proposals was achieved.
37th Meeting of the Open-Ended Working Group of the Parties to the Montreal Protocol
Delegates made slow and steady progress throughout the week, with many lauding discussions for moving from a general nature to addressing specific challenges. Although the contact group was not able to complete its mandate, a sense of optimism remained after the closing session with expectations that the next round of negotiations would continue to make significant progress and provide concrete steps towards adopting an amendment on HFC management in 2016.
2nd Part of the 43rd Meeting of the Open-ended Working Group of the Parties to the Montreal Protocol (OEWG 43)
Parties to the Montreal Protocol tackled technical work on two issues that are crucial to efforts to repair and protect the ozone layer: the unexpected increase in emissions of trichlorofluoromethane (CFC-11) and developments related to energy-efficient and low-global-warming-potential technologies.
44th Meeting of the Open-ended Working Group of the Parties to the Montreal Protocol (OEWG-44) and 5th Extraordinary Meeting of the Parties to the Montreal Protocol (ExMOP-5)
The first in-person meeting in over two years replenished the Multilateral Fund and addressed questions of gaps in global monitoring of ozone depleting substances, specific usage and production of methyl bromide and carbon tetrachloride, and energy efficiency and phase-down of hydrofluorocarbons that contribute to climate change.
Combined 12th Meeting of the Conference of the Parties to the Vienna Convention (Part II) and 33rd Meeting of the Parties to the Montreal Protocol
Delegates discussed closing gaps in monitoring of ozone depleting substances as well as low global-warming potential and energy efficient technologies. They adopted 18 decisions, including on compliance and reporting, to ensure the Convention and the Protocol protect the ozone layer and combat climate change.
Montreal Protocol MOP 22
MOP-22 was not able to make progress on low-global warming potential alternatives, or ODS destruction, which many delegates said were issues key to the long-term future of the Protocol. Although the draft decisions to amend the Montreal Protocol to include hydrofluorocarbons (HFCs) were not successful, their proponents remained committed to addressing HFCs through the Montreal Protocol in the future.
