The Inter-Regional Preparatory Meeting (IPM) for the Third International Conference on Small Island Developing States (SIDS) convened on Monday, 26 August, in Bridgetown, Barbados. Denis Lowe, Minister of Environment and Drainage, Barbados, gave the opening remarks, after which delegates heard from John Ashe, Permanent Representative of Antigua and Barbuda to the UN and President-Elect of the 68th Session of the UN General Assembly; Aaron Cook, Minister for Commerce, Industry and Environment, Nauru; Wu Hongbo, UN Under-Secretary-General for Economic and Social Affairs (UNDESA) and Secretary-General of the 2014 Third International Conference on SIDS; Rebeca Grynspan, UN Under-Secretary-General and UN Development Programme (UNDP) Associate Administrator; and Gayan Chandra Acharya, Under-Secretary-General and High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (OHRLLS). Following a solo dance performance by Jai Clarke, Freundel J. Stuart, Prime Minister of Barbados, welcomed delegates and encouraged SIDS to “speak with one voice to make themselves heard.”

Delegates then heard a presentation from Nikhil Seth, UNDESA, on the Inter-Regional Synthesis Report. Representatives from Fiji, Jamaica and Seychelles gave brief overviews of the outcomes from the respective Regional Preparatory Meetings. Delegates also took part in discussions on an integrated approach to addressing gaps and constraints; and practical actions needed for closing the gaps in implementation of the Barbados Programme of Action (BPOA) and the Mauritius Strategy for the Further Implementation of the Programme of Action on the Sustainable Development of SIDS (MSI).

In the evening, delegates were invited to attend a cocktail reception hosted by Prime Minister Stuart.
