Ninth meeting of the Persistent Organic Pollutants Review Committee (POPRC9) of the Stockholm Convention on Persistent Organic Pollutants

POPRC-9 convened for its second day on Tuesday, 15 October 2013. In the morning, the Committee heard reports from the contact groups that had met on Monday evening. Svitlana Sukhorebra (Ukraine) said that the drafting group on CNs had produced two conference room papers for consideration by the POPRC that contained, respectively, a draft decision on CNs with some bracketed text and the draft risk management evaluation for CNs. Floria Roa Gutiérrez (Costa Rica) said the Friends of Chair group on HCBD had agreed on issues associated with Annex A, while text on a possible listing in Annex C remained in brackets. She noted that the group would reconvene on Tuesday to revise sections of the document, including paragraphs 55 to 66 (alternatives to CNs) and Annex C listing. Estefânia Gastaldello Moreira (Brazil) reported that the contact group on PCP had reviewed most of the draft risk profile and expected to start drafting text in the evening. Robert Chénier (Canada) indicated that the drafting group on the evaluation of chemicals according to Annex E had converted sections 1 and 2 of the paper (on Background of the evaluation of chemicals in accordance with Annex E and Examples of POPRC practices and decisions made in the evaluation of chemicals in accordance with Annex E) into a standalone document, and would continue its work to complete the paper to allow for discussion in plenary.

Following these reports, POPRC-9 began consideration of the two chemicals newly proposed for inclusion in Annexes A, B and/or C to the Convention: decabromodiphenyl ether (decaBDE), a brominated flame retardant, and dicofol, a pesticide.

In the afternoon, the Committee addressed technical work on the process for evaluation of PFOS, its salts and PFOSF, pursuant to paragraphs 5 and 6 of part III of Annex B to the Convention, as well as guidance on alternatives to PFOS, its salts, PFOSF and their related chemicals. The Committee also considered the report on activities for effective participation in the work of the Committee.

Contact groups on HCBD and PCP met during the lunch break. In the evening, contact groups on decaBDE and dicofol met to compare each of these proposals to the Annex D screening criteria. Drafting groups also convened to work on PCP and on the format and process for evaluation of PFOS, its salts and PFOSF.
