The ninth meeting of the Persistent Organic Pollutants Review Committee (POPRC9) of the Stockholm Convention on Persistent Organic Pollutants (POPs) will be held at the headquarters of the Food and Agriculture Organization of the United Nations (FAO) in Rome, Italy, from 14 to 19 October 2013. This meeting will be held back-to-back with the ninth meeting of the Chemical Review Committee (CRC9) of the Rotterdam Convention on the Prior Informed Consent (PIC) Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, which will be held in the same venue from 22 to 25 October. The two committees will meet in a joint session on 20 October.

POPRC9 will review proposals for listing the commercial mixture of decabromodiphenyl ether (c-decaBDE), used as a flame retardant in textiles and plastics, and dicofol, a pesticide used to kill mites. The Committee will also review the draft risk profile on pentachlorophenol (PCP) and its salts and esters, and the draft risk management evaluations on chlorinated naphthalenes (CNs) and hexachlorobutadiene (HCBD). POPRC9 will also review ongoing technical work on: the process for evaluating perfluorooctane sulfonic acid (PFOS), its salts and perfluorooctane sulfonyl fluoride (PFOSF) pursuant to paragraphs 5 and 6 of part III of Annex B of the Stockholm Convention; guidance on alternatives to PFOS, its salts, PFOSF and their related chemicals; the approach to the evaluation of chemicals in accordance with Annex E to the Stockholm Convention; and guidance on how to assess the possible impact of climate change on the work of the Committee.

The joint meeting of the POPRC and CRC seeks to enhance cooperation and coordination between the two technical committees. Specifically, participants will discuss aligning the working arrangements of the POPRC and CRC to allow for mutual information sharing and effective participation of experts and observers at committee meetings. The meeting will hold an information exchange on procedures for identifying chemicals, the process and content of decision documents, and respective committee experiences in applying convention criteria and reaching decisions. Participants will also discuss joint intersessional work to develop guidance to assist Rotterdam Convention parties and the CRC in their work when a chemical under consideration is a POP listed under the Stockholm Convention, with a view to presenting the guidance to the seventh Conference of Parties (COP) of the Rotterdam Convention.

CRC9 will consider the draft decision guidance document for the pesticide/insecticide trichlorfon, review notifications of final regulatory actions regarding the pesticides cyhexatin, methamidophos and lead arsenate, and the chemical lead carbonate, used primarily in paints. The Committee also will consider a proposal for the inclusion of fenthion 640 ULV as a severely hazardous pesticide formulation in Annex III. In addition, CRC9 will review additional information on pentachlorobenzene, hear a Secretariat report on activities for effective participation in the work of the Committee and discuss coordination and collaboration with other scientific subsidiary bodies.
