Bangkok Climate Change Talks - 2009

SUMMARY OF THE MEETING

 


UNCCD COP 9On Friday afternoon, the closing plenaries of the first part of the AWGs convened. For the AWG-KP, no conclusions were adopted, but the work done at the first part of AWG-KP 9 is reflected in non-papers that will be used as the basis for revised documentation for the second part ofw AWG-KP 9. In closing, Chair John Ashe emphasized that "a higher level of ambition remains central to our work" and told parties he would see them in "three short weeks" in Barcelona, urging parties to use the intersessional period to consult with one another so that real progress could be made at the second part of AWG-KP 9. He closed the meeting at 2:40 pm.

In the AWG-LCA plenary, Chair Michael Zammit Cutajar explained that the results of the work by the six contact groups and six mitiation sub-groups in Bangkok will be taken forward to Barcelona in the form of several non-papers. He expressed hope that the non-papers would enable parties to discuss the key issues in their capitals and come to Barcelona with a clear mandate to move the process forward. The AWG-LCA adjourned at 7:02 pm.

Throughout Thursday, various contact groups and informal consultations were held to consider capacity building, mitigation, adaptation and finance under the AWG-LCA. Informal consultations under the AWG-LCA also took place also took place to discuss organizsation of work for Barcelona. Under the AWG-KP, informal consultations convened on Annex I emission reductions and other issues.

Throughout Wednesday, various contact groups and informal consultations were held to consider adaptation, mitigation, finance, technology and capacity building under the AWG-LCA, as well as Annex I emission reductions and potential consequences under the AWG-KP. In the evening, the AWG-LCA Chair convened an informal stocktaking meeting.

Throughout Tuesday, various contact groups and informal consultations were held to consider adaptation, mitigation, finance, technology and a shared vision under the AWG-LCA, as well as Annex I emission reductions and other issues under the AWG-KP. Informal consultations were also held under the AWG-LCA's overarching mitigation group, as well as on the organization of work for Barcelona. Under the AWG-KP, an informal group convened to discuss the legal implications of the Protocol being submerged under a new agreement.

Monday, 28 September
 

The Bangkok Climate Change Talks opened on Monday morning with a welcoming ceremony, during which the Prime Minister of Thailand addressed delegates. In the morning, the AWG-KP opening plenary took place, followed by the AWG-LCA opening plenary. In the afternoon, contact groups convened to consider adaptation, technology, mitigation and finance under the AWG-LCA and Annex I emission reductions, other issues and potential consequences under the AWG-KP.

Youth from South East Asia's Change Caravan, an elephant caravan, which has spent the last 15 days travelling through Thailand to highlight the impacts of climate change and the problems of deforestation, presented UNFCCC Executive Secretary Yvo de Boer with a petition from the people of the region, calling for a "Fair, Binding and Ambitious Deal in Copenhagen." Children also presented de Boer with elephants asking for change.
