Third Meeting of the Open-ended Ad Hoc Intergovernmental Committee for the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization (ICNP 3)

Highlights for Friday, 28 February 2014

On Friday morning, plenary heard a report from Kaspar Sollberger (Switzerland), Co-Chair of the contact group on compliance, who drew attention to constructive discussions and the successful elimination of a large number of brackets. Chair Lowe introduced the draft recommendation, noting that COP/MOP 1 will resolve remaining outstanding issues in the procedures and mechanisms on compliance. Plenary then approved the draft recommendation. Delegates discussed an EU proposal for an intersessional expert group meeting focusing on issues related to the participation of indigenous and local communities in compliance-related discussions, which was eventually withdrawn.

Plenary then adopted eight recommendations on: the rules of procedure for COP/MOP 1; monitoring and reporting; capacity building; the draft provisional agenda for COP/MOP 1; the ABS Clearing-House; sectoral and cross-sectoral model contractual clauses, voluntary codes of conduct, guidelines, best practices and standards; the need for and modalities of a global multilateral benefit-sharing mechanism; and compliance. They also adopted the report of the meeting, including an annexed summary of the panel presentations and discussions on model contractual clauses and voluntary instruments, and the exchange of views on the state of implementation of the Protocol.

Following regional and closing statements, Chair Lowe gaveled the meeting to a close at 12:22 pm.
