Twenty-sixth Meeting of the Animals Committee (AC26), Joint Meeting of the Animals and Plants Committees and Twentieth Meeting of the Plants Committee (PC20) of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)

Highlights for Saturday, 24 March 2012
On Saturday morning, the NDF working group continued the revision of the draft resolution. The CITES Animals Committee (AC) reconvened in plenary after the morning coffee break to make recommendations on periodic review and Review of Significant Trade (RST). On periodic review, Mexico proposed establishing a working group at the Plants Committee (PC) meeting to compile input from the AC, AC/PC, and PC meetings for submission to the Standing Committee pending approval from the Chairs of the AC and PC. The Chair agreed to this proposal. On RST, the representative for North America and Co-Chair of the working group presented the report and noted the draft agenda for the Advisory Group meeting on the island of Vilm, Germany in June 2012 would include an overview of the resolution establishing the RST, the case studies, the RST process itself, the impacts of RST and next steps. She also presented the tentative roadmap for the evaluation until CoP17 in 2016.

In the afternoon, the discussion on non-detriment findings NDFs continued in plenary, with the AC/PC adopting the proposals of the working group, including preparing a draft guidance on the making of NDFs which can be conveyed to parties for comment. Concerning the draft resolution on NDFs, the AC/PC noted that a notification would be issued to parties to provide further comments on the draft resolution before CoP16. On Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES), the AC/PC recommended that: the 2nd IPBES meeting should clarify CITES participation mechanisms in IPBES; and that a two-way relationship between CITES and IPBES is established in which the Convention is both a user or beneficiary of and a contributor to IPBES.

In a brief closing session for the AC part of the joint meeting, AC Chair Carlos Ibero Solana informed participants about the preparation of the Chairs’ report of the meeting. After thanking the Secretariat, Ireland and all participants, the meeting was gaveled to a close at 6:27 pm.
