Highlights for Friday, 12 June 2009

AWG-LCA 6 and AWG-KP 8 conclude their work

On Friday morning, AWG-LCA 6 closing plenary convened. The session focused on developing negotiating text, using a Chair’s draft (FCCC/AWGLCA/2009/8) as the starting point. The text covers the key aspects of the Bali Action Plan (decision 1/CP.13), namely a shared vision for long-term cooperative action, mitigation, adaptation, finance and technology. During the meeting, the AWG-LCA conducted the first and second reading of the text, providing parties with the opportunity to clarify and elaborate on their textual proposals. The result was a draft negotiating text, which is over 200 pages long, and will be annexed to the meeting's report (FCCC/AWGLCA/2009/L.3).

On Friday afternoon, the AWG-KP 8 held its closing plenary. The key focus of the session was on Annex I parties’ aggregate and individual emission reductions beyond 2012. The AWG-KP also discussed other issues in its work programme (FCCC/KP/AWG/2008/8), including land use, land-use change and forestry (LULUCF) and the flexibility mechanisms, and on the potential consequences of response measures. In its conclusions, the AWG-KP requested its chair to prepare documentation for the next session on: proposed Protocol amendments under Article 3.9 (Annex I further commitments); other proposed Protocol amendments; and draft decisions on other issues in the AWG-KP's work programme.

Chandrashekhar Dasgupta (India) said stabilization, should be linked to equitable sharing of the atmospheric space and be in accordance with common but differentiated responsibilities.
Akihiko Furuya (Japan) urged all to take mitigation actions with an enlightened sense of solidarity, taking into account common but differentiated responsibilities.

Thórir Ibsen (Iceland) called for a clear and easily understandable shared vision that inspires ownership by ministers.

AWG-LCA Chair, Michael Zammit Cutajar, gavelled the AWG-LCA session to a close at 1:51pm.

Ad Hoc Working Group on Further Commitments for Annex I parties under the Kyoto Protocol (AWG-KP)

Luiz Machado (Brazil) announced that 37 developing countries have formally submitted a joint proposal for an amendment to Annex B of the KP, thereby ensuring its consideration at COP/MOP 5.
