Eleventh Rights and Resources Initiative (RRI) Dialogue on Forests, Governance and Climate Change

The Eleventh Rights and Resources Initiative (RRI) Dialogue on Forests, Governance and Climate Change opened on the morning of 12 October 2011 in London, the United Kingdom (UK). Andy White, RRI, opened the meeting, describing the Dialogue as an opportunity for constructive and candid conversations.

Morning panels addressed financing for forests and climate in the context of global crises, and how financing is reaching the ground, with perspectives from communities and indigenous peoples. On financing for forests and climate in the context of crises, panelists suggested the need to strengthen the evidence base for financing for forests, the need to recognize carbon as one component in an array of environmental services, and the importance of secure tenure. On financing reaching the ground, panelists focused on the tension between the rights and needs of communities of forest peoples, and that of their governments.

During the afternoon participants heard a presentation on behalf of Gregory Barker, Minister of State for Energy and Climate Change, UK, who said Rio+20 provided an opportunity to drive forward work on forests, combining efforts on REDD+ with private sector supply chain initiatives. The afternoon panel discussion focused on looking forward to Durban and beyond, discussing new approaches and next steps for reducing emissions and promoting livelihoods.

In the late afternoon, some participants attended the Forests, Governance and Climate Change Seminar chaired by UK MP Martin Horwood, at the UK House of Commons. Participants discussed the outcomes of the Dialogue, and heard a presentation by Stephen O’Brien, Parliamentary Under Secretary of State for International Development, UK.

Session One: Financing for Forests and Climate in the Context of Global Crises

Session One Chair, Frances Seymour, Center for International Forestry Research (CIFOR), invited panelists to reassess the state of play of forest climate finance.

Jeffrey Hatcher, RRI, presented an overview on financing for forests and climate, and asked whether it was time for “mid-course corrections.”

Michael Jenkins, Forest Trends, noted that neither voluntary nor regulated markets would save the world’s forests, but that they were important pieces in the “puzzle.”

Lou Munden, The Munden Project, underscored the need for investor incentives to be aligned environmental objectives.

Participants presented a number of questions to Session One panelists on financing challenges.

Session 2: How Financing is Reaching the Ground – Perspectives from Communities, Indigenous Peoples and Projects
Justin Kenrick, FPP, pointed to the need to secure forests through better recognition of Indigenous Peoples’ rights.
Chairing Session Two, Jan McAlpine, UN Forum on Forests (UNFF), said the link with climate change has helped bring people back into the story of the forests.
Roberto Espinoza, Inter-Ethinic Association of the Peruvian Amazon, presented via a skype video link.

Session Three: Looking to Durban and Beyond: New Approaches and Next Steps for Reducing Emissions and Promoting Livelhoods

Seminar on Forests, Governance and Climate Change: Role of public and private finance to reduce forest loss and degradation

Following the main RRI Dialogue, some participants gathered for the Seminar on Forests, Governance and Climate Change in the Betty Boothroyd Room, Portcullis House.
Lou Munden, The Munden Project, called for the absence of tenure rights to be quantified as a risk to investment.

Martin Horwood, Member of Parliament, UK, chaired the seminar.
Jen Rubis, Indigenous Peoples Network of Malaysia (JOAS), underscored the need for global climate policy to take into account the complexity of indigenous peoples’ relationships to forests.
Several delegates commented on the poignancy of the tapestry in the Boothroyd Room, its depiction of land use in the UK, and its relationship to the discussion on land tenure.
Cécile Ndjebet, African Women’s Network for Community Management of Forests (REFACOF), Cameroon, discussed challenges faced by women, including lack of access to credit and secure land tenure.
Peter Riggs, Ford Foundation, summarized the proposed new approaches and next steps for reducing emissions and promoting livelihoods.
The panel chairs summarized the outcomes of each of the Dialogue sessions.
Stephen O’Brien emphasized the UK’s commitment to promoting good forest management.

Reception
At the end of the RRI seminar, participants gathered in a reception in the MacMillan Room, Portcullis House, Westminster.
