Eleventh Meeting of the UN Open-ended Informal Consultative Process on Oceans and the Law of the Sea

Patricia O'Brien, Under-Secretary-General for Legal Affairs The eleventh meeting of the United Nations Open-ended Informal Consultative Process on Oceans and the Law of the Sea (the Consultative Process or ICP-11) opened at United Nations Headquarters in New York on Monday, 21 June 2010.

In the morning, delegates convened in plenary and were addressed by Thomas Stelzer, Assistant Secretary-General for Policy Coordination and Inter-Agency Affairs at the Department of Economic and Social Affairs, and Patricia O'Brien, Under-Secretary-General for Legal Affairs, before addressing organizational matters and holding a general exchange of views on capacity building in ocean affairs and the law of the sea, including marine science.

In the afternoon, a discussion panel began on assessing the need for capacity building in ocean affairs and the law of the sea, including marine science, and delegates heard a presentation on activities of the Global Environment Facility. The panel on assessing the need for capacity building will continue on Tuesday.
