The fourth meeting of the Ad Hoc Open-ended Informal Working Group on marine biological diversity beyond areas of national jurisdiction opened on Tuesday 31 May 2011 at UN Headquarters in New York. Stephen Mathias, Assistant Secretary-General for Legal Affairs, on behalf of the UN Legal Counsel Patricia O’Brien, recalled the “modest but nonetheless important” recommendations of the Working Group at its third meeting, stressing that the General Assembly is the only global forum with multidisciplinary and cross-sectoral competence to provide policy guidance on all issues related to marine biodiversity in areas beyond national jurisdiction, and highlighting the importance of the Working Group’s recommendations for Rio+20.
Delegates addressed organizational issues, with discussions focusing on the wording of the agenda, and delivered general statements. In the afternoon, they heard four expert presentations on: the International Seabed Authority, intellectual property rights, the Nagoya Protocol on Access and Benefit-Sharing, and marine protected areas and environmental impact assessment processes. An open-ended Friends of the Co-Chairs group, limited to national delegations, convened in the evening to commence drafting recommendations based on the general statements.
