Twenty-first meeting of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer

The preparatory segment of the twenty-first Meeting of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer (MOP-21) began in Port Ghalib, Egypt, on Wednesday 4 November, 2009.

Delegates heard an opening address by Maged George, Minister for Environmental Affairs, Egypt, and heard introductions from proponents of the proposed amendments to the Montreal Protocol that include phase-down of HFCs. Throughout the morning plenary session delegates exchanged views on the proposals. 
  
During the afternoon plenary, delegates considered a draft decision on the evaluation of the Multilateral Fund, and a proposed decision by the Group of Latin American and Caribbean Countries (GRULAC) on institutional strengthening. Both issues were deferred to a contact group. Delegates also heard a final analysis of the task force of the Technology and Economic Assessment Panel (TEAP) on the environmentally sound management of banks of ozone-depleting substances (ODS).

Blaise Horisberger, Switzerland, highlighted his country's continued commitment to support institutional strengthening. 
B.P. Nilaratna, India, stressed that HFCs are not ODS and are therefore outside the ambit of the Montreal Protocol.
Wen Wurui, China, suggested focusing discussions on efforts to phase out HCFCs.
